Lull Hydraulic Issues

I have a Lull 644E-42 that has no hydraulics. Transmission works and will move but brakes doesn’t have much pressure to release.

I have 190psi on stand by pressure.
This is the only pressure that I have in the system. The stand by pressure calls for 200 + 25 , this is not adjustable. I replaced the valve on main valve and still get same reading. The pump/s are pumping perfect specs GPM.

I have replaced pump and unloader valve on accumulator and cartridge on main valve.

Low brake...
