Hydraulic bucket and arms creeping down in 259B 2013 Skid Steer

I purchased a new 259B 2013 Skid Steer and the bucket roll and lift arms creep down when it is both idling or shut off. Does anyone else have this similar issue? CAT tells me this is normal?
