I have a 1993 chevy kodiak with a caterpillar 3116. It is stuck at full throttle. I pulled valve cover and removed fuel shut off solenoid and checked rack for movement. rack moves smoothly. all injectors are moving freely. Could this be a governor problem. Unfortunately all my experience is on newer electronic engines. any help would be greatly appreciated.
