Massey Ferguson 50 HS stabilizer trouble

Hello members I am new to this forum,

my backhoe will not take the left outrigger down with pressure, but it does come up ok

Y placed a gauge at the valve and there is 2500 psi pressure up but not down,

there is no relief valve at the valve any tips on how to fix this
