446D pilot controls

I have a cat 446D and the pilot controls are stiff I did the test and the psi for the pilot controls is like 950 psi the book shows it to be 475 max. So it said to replace the pressure reducing valve. It says that it's on the bank valve stabilizer. So I looked and can't find **** in the parts book and cat was like it's the valves for the stabilizers so I replaced them and still having the problem. Any help would be great.
