CAT 963 steering problems

Our 963 Cat loader wants to move to the left every time you move forward... the left track acts like it is out of sync with the right track...backing up, all seems ok.. AND why do I have to full throttle and forward/reverse

stick all the way back to make it move , then ease the stick forward to creep??.....Does the machine have drive motors to turn....
