D32-p komatsu dozer

I damaged my scavenger pump . Got a used one, it ran until it started slowing down, let set at high RPM and it go again untill same results. Took mounting bracket off old pump and put back on and it goes in gear firmly but wont move. Its like the brake is on. I've been told there is an adjustment for the de-power and one for total stop. my brake does not adjust from outside , its inside on starboard side. i could use some help.THANK YOU
