Hard starting Bobcat 864

I just bought a Bobcat 864 with the Deutz engine. I have had one of these machines before and loved it. So I bought another one. But this one is very hard to start. It will not start without a touch of either. Then it starts and runs good. The glow plugs seem to work like they should. I just put 4 new injectors in it. That did no good. It still has to have a little starting fluid or it will not start. If you turn the key off and instantly try to restart it, it still has to have a touch of either to start. Runs great with good power once it is started. The engine looks to have been rebuilt or replaced. Looks like it had just been taken out and re installed. Could they have not hooked something up right, or what else should I look for ?
