I have a JLG 400S. The year is roughly 1994. The basket control switches for the telescope, basket tilt, and basket rotate functions do not work. The ground controls for all of these functions work fine, just not the controls in the basket. However, both joysticks in the basket work just fine - the joystick that controls the wheels and the joystick that raises and lowers the boom and rotates the boom on the base. All that doesn't work in the basket are the three switches that control telescope, basket tilt, and basket rotation.
I thought I had the problem resolved a while back. There are two post-type circuit breakers in the control box on the basket. I replaced one of them and regained full control in the basket. The next day the same problem returned. The "solution" seemed to be to wiggle the wires attached to the circuit breakers whenever the switches would stop working. This worked for quite some time but now the switches don't work at all.
I checked continuity through the circuit breakers. I checked across the posts but also from the wire inside the crimp connector on one side to the wire in the crimp connector on the other side to be sure that the crimp connectors were not at fault. I also loosened and retightened the nuts on the circuit breakers.
The foot switch IS working. It works for the joysticks. It should be noted that the switches themselves DO work, they just don't activate the hydraulics. With the foot switch depressed, if any of the three switches are toggled it causes the LED lights on the circuit boards inside the control box to flicker slightly. With the engine off, I've noticed that depressing the foot switch and toggling the switches causes a very quiet ticking from the area of the solenoids on the base of the machine. Alas, the only way to actually access these three functions is from the ground controls.
