case 570 MXT tranny issues no forward or reverse

Case 570MXT landscaper tractor, Serial number JJG0380620. Question They were told to bring to me cause it was not engaging in forward or reverse, They decided to save money and tore out transmission and replaced clutches, pump, torque converter, and solenoid box for forward and reverse on top of tranny, Now after all that they bring it to me, Still no forward or reverse, the motor sounds like it has a real bad drag on it when you start it and rev it up, Iv check its getting juice to solenoid switching it, Replaced all bad fuses, and relays, The torque converter switch in the shifter know clicks when you push it, But im not sure if its working correctly or not and keeping the torque converter unlocked, anyone any ideas on this machine? Tks
