Deere 490E hydraulic problems

I got wrangled into this somehow.

It's at a hydraulic shop. Apparently the hydraulics were slow or something. They rebuilt the pump I'm told. Boom raises very very slowly, bucket and stick work but also very slow, will not swing. Also I'm assuming the throttle actuator is bad or has an electrical problem because the throttle is wired open.

I've gathered that the swashplate angle sensor can be a problem on these. i have 5v to the sensor and 1.2-3v on the signal wire. Found that the punch mark on the shaft should be on same side as wires when installing, did that. Now i have 4.5-6v on signal wire. When I start the machine the signal voltage doesn't change. I tried to turn the arm inside the pump with a screwdriver but it won't move so I assume it's connected inside. I have 800psi pilot pressure give or take. solenoids on top of pump are 16ohms.

Any further ideas? I'm trying to get the construction history service advisor data but it may be a while on that.
