Bucyrus Erie 45C Boom wont go down

I have a Bucyrus Erie 45C Truck mounted crane. The boom will not come down on it. It Has a Valve body behind the Cab. On the valve for the boom lift it has one big line on one side that lifts the boom and that works. On the down line it has a small 1/2" HYd line that goes to a valve in the center of the machine that im assuming where when it gets pressure it strokes a valve to let the oil return back into the tank to let down. I put a pressure gauge on the hose and it has no pressure going to it when the valve is actuated.
