Kubota kc 50 Track Carrier Engine Poor Running Engine

Hello All,

Have this track carrier.

Starts right up. But then starts to surge. Runs much better with the choke on.

Any ideas on what this could be? I have taken carb off and cleaned it.

All thoughts are appreciated.
