Deutz FL4 913 injection pump issue

I hope someone can help me. I have a pump with a Deutz 913 engine that will not pass fuel out the injector side of the pump. We have not run the pump for a year and something may be stuck. The fuel transfer pump seem to be supplying plenty of fuel to the inlet. We have disconnected the cutoff solenoid and wired the lever on. The pump is turning since I was able to see the plungers working from the side access panel. I cannot get the small access panel off near the cutoff that has the no tamper torx screws. one torx screw has already stripped and I can't get it to turn even by tapping it sideways with hammer and chisel. I feel like something internal may be stuck inside the pump and have tapped on the side of it also. Does any one have any ideas other than removing pump? thanks
