HELP NEEDED: caterpillar m313D wheeled excavator travel power very low

Hi,

I am looking for some or any help with my 2009 caterpillar m313D wheeled excavator, serial number catm313djw3h00836.
the machine has very little to no power to the travel wheels in either hi or low speed but is digging fine or maybe a little slow on the stick speed.

So far, I have replaced the travel motor, the clutch packs in the transmission, replaced the upper swivel seals, and swapped out almost every solenoid from a similar machine.

I have cat et and it is showing no faults, it will complete all calibrations except the main pump calibration when it comes to the final part of the calibration using the travel wheels to set main pump torque it fails the calibration and says out of calibration.

The pilot pressure is fine but the main pump pressure is a little low around 4600psi should be 5076psi.
The test port on the travel motor for the displacement pressure seems to not be steady and falls off when you load the travel motor up.

The cooling fan seems also to not be correct on start up when cold it speeds up to full speed and then slows down maybe 5/6 times after been started but works fine during operation.

I am now thinking it maybe a ecm problem?
