hercules winch trouble

Hi all! First post on this great forum and i'm sure some of you guys out there can help me out. We're a small hand cutting skidding gang from the U.K with a couple of skidders. I have a timberjack 380A skidder made in 1986. It started out life with a scarafier on its back and then later converted to a line skidder. It was then fitted with a single drum Hercules taken from a timberjack 360 donor. Our two issues are firstly, pulling power. The winch does not pull really well, when we hook to a decent stem either the winch clutches start aggressively slipping and banging or the output shaft from the torque converter stops turning. The torque converter shaft stalling is some what surprising as the transmission is excellent.... The second fault is getting the brake on the winch to hold the trees up high, when you get the butts up near the rollers and let off pulling they practically fall to the ground before the brake catches them... We have tried investigating these issues. I have installed a hydraulic pressure gauge which gives an interesting reading. I think ideally the winch requires 650 psi under load, we have observed 1400 psi whilst pulling. We have to run at this high pressure to get any pulling power at all. I am wondering if these issues are related and if the high pressure is spoiling the braking side of things but don't know. Is it a case of replacing the winch clutches? Though if we did that i'm worried that the output shaft would just stall out! Any ideas guys? All info would be greatfully received. Many thanks, Welsh logger.
