Unloader Valve Pressure

Hi guys. I am trying to set the unloader valve pressure on my Linkbelt 4300C Excavator. My manual says it to be 2700 PSI. The manual tells me to increase that pressure when I am adjusting my swing pressures. It gives me the pressure to set it to, but how do I go through the process? My manual shows me how to set my main pump pressures, my brake pressures, but it leaves this part out about the unloader valve. Any ideas?

I believe this pressure has to be there in order for my swing brake to release. I cannot get any pressure from this unloader valve. I believe it is bypassing in the valve.
