Hi I Work at a shop and we have an international 4000 series with a Cummins M11 celect with no throttle response what so ever. However when we wiggle the throttle plug it will throttle up. I proceeded to test the codes in the truck and have found 2 codes both code 91 but one code is Throttle pedal shorted low and the other is throttle pedal intermittent or incorrect. After reading these codes I then went to shut the truck off with the scan tool still plugged in. The key was in the off position and the truck would not shut down. After i pulled the plug then the truck would shut down no problem. Any help would be great as to this problem needs solved now.
