Topcon GIS to create grading plan

Hi. What is current status of Topcon software? Boss has rover, base and data collector (FC100).
I wasted 2 days (5yr ago) at their course (very badly setup and horrible teacher)
Can i reasonable take our equipment shot exsiting grades of green space and then create a grading plan? Won't b using our machine controled dozer as area is small. Likely mini and skider....
With enough paitence and time i think i could use laser, pencil and paper to make plan....
We are talking very simple slopes....
