Schaeff excavator joystick not working

Hi guys i have a schaeff hr 14 with a deutz bf4m engine... my problem is that i have to accelerate the engine about 90% for the joysticks to operate.. when on idle the tracks,blade,auxiliary and the boom offset works fine only the joystick wont work.... i would appreciate any help from you guys...
