Case cx130 problem

2003 case cx130 with cummins. Engine turns over starts momentarily and shuts down. Will take about 15 tries and extended cranking with the starter to get it going. Not sure where to start looking for issues. Changed the fuel filters. Can't see any leaks and when I pulled the fuel filter on the motor it was full so it's not draining back to the tank. Almost like the fuel is draining off the top end/injectors. Is there a backflow preventer in the injector pump?
