CAT 279C CTL weak lift and curl

We have a CAT 279C, High Flow XPS here. Serial #MBT01984

It does not lift what it should.

I have a gauge attached to the implement pump discharge pressure tap, and only get 2500-2600 PSI should be 3300ish

Is there a relief on the pump?

Pump bypassing internally?
