Cat 322BL problems

Hi all. Machine has 3116 engine. Problems started with the throttle settings not responding immediately. Then became worse by suddenly dropping back to idle while working. Shortly after, the monitor stopped displaying anything . Finally, during swing cycle machine would brake and lock then randomly release and swing then as quickly stop again.
Does this sound like a problem with the electronic control unit near the base of the operators seat ?
