MZ46c Grove manlift hydraulic problems:

Need help diagnosing hydraulic problem on 1998 MZ46c grove manlift. The boomlift, telescoping, forward backward travel and rotation all work. My trouble is the steering, bucket tilt and bucket rotation don't, The solenoids are all working and putting flow through them but not enough pressure to even push the flow through the hoses. Hoses are all clear when air is blown through them. Any help greatly appreciated!!
