Bobcat 763 fuel issues

all I have an issue with my bobcat 763. Has the kubota v2203-e engine. The symptoms are that I was running it and it started to run and idle weird, then it shut off. I changed the fuel filter and got it primed up again and running, however the throttle is really unresponsive (doesn't change the throttle or is delayed if it does) it also doesn't shut of right away when you turn the key off.
