pc150lc-6k problems

i purchased this machine yesterday. knowing undercarriange was pretty bad pins are wore through completely. when i went and looked at machine it operated fine in the gravel lot. once i got it back to my property it want turn at all really. it tracks forward and back good. i called owner that traded machine in and he clained the undercarriage was keeping it from turning. is this possible? or is it more likely a drive or hydrualic issue.
