Case 1845c slow loader

Have a case 1845c (friend just bought) that has a slow loader. The loader takes about 15 seconds to raise. It speeds up when you tilt the bucket. (the bucket speed is fine). Where is the best place to start? I am guessing linkages. If not that, then maybe the valve has a problem? How about a loader cylinder seal?
