Ifta apportioned plates ny and pa laws

Hey hef got a question about running my service rig into ny state (Binghamton area ) from pa 2 axle under 26,000lbs I have CDL and air brake endorsement have got trip permit before but was told I don't need one anyone know where to call or go online for concrete answer. Only go half a dozen times a year but if it was easier would go more often. any insight welcome sick of hard learned lessons. Lol
