Lull 1044C-54 Hydraulic Problem

Hello I'm am in need of some assistance in repairing our LULL. Its a 2003 1044C-54 Serial 18942 3700 hours (sat for a bit outside)
Upon start up cold it has slow and very limited use of the hydraulic functions.
The boom will go up slow and if you increase the RPMS on the engine, it will cut out the hydraulic pressure till you let it idle again and then it will go up slowly. The frame tilt is real bad. You barley crack the lever to get any movement at all from it.
the problem straightens...
