Need engine help - perkins / CAT 3CYL engine won't start

Have 400psi compression in all cylinders, new injectors, working glow plugs, and fuel shutoff solenoid is disengaging as it should

machine cranks and cranks with white unburn fuel smoke spewing out but will not start combustion.
