CAT 3114T Engine 80 HP year 1989 wants to stall after engine starts

Wondering if anyone here has ideas of what would cause the CAT 3114T engine to want to stall .
Engine is in CAT wheel loader.
I start the engine let it warm up a few minutes then put transmission into forward 1st gear, with in 50 feet the engine bogs down as if it was going to stall.
The engine can run for one hour and some times it will do this again in either 1st or 2nd gear.
Oil samples show nothing wrong with engine, just turned over to 7,000 hours.
