2003 Case 40XT Sticky Control Issue and Fan Question

2003 Case 40XT with 940 hours. Bought used and have put 60 hours on it with little trouble. Operated perfect and smooth when parked 6 weeks ago and now the right joystick for forward and reverse has a catch or is sticky. The left side is buttery smooth as was the right side before it was parked (central Ohio) cold temps was stored in a non insulated shed.

The weather warmed up and I was bringing it up to the garage to go ahead and knock out the 1000 hr hydro service and the right joystick...
