JD 310E No front or rear light,heater blower

Looking for some input! I gather I am missing something , I can not see why this relay will not close the contacts to power up fuse panel. I am thinking the control side of relay is internally grounded to the metal tabs that relay bolts down on, the control side power comes from ignition switch i believe ,this is a single control side relay btw, I have power on supply side , relay control wire has power when key is on , relay has ground , Relay is new , ignition switch is fairly new,...
