Case W26 wheel loader transmission problems

Hello I have not been on here in a while and couldn't remember my log in info so I had to make up another one it said , my problem is I had some heavy flooding about 2 months ago and recently bought a I believe it to be a Case W26 wheel loader it has the Detroit diesel v-6 with the 2 speed trans I bought it from another state guy said it ran and worked but needed brake work had low hours about 4400 according the working hour meter did say it needed brake work, I got it home and it runs very well but it has no brakes what so ever and part of the brake system is missing on the front air brake setup looks like both airbrake chambers are there but looks to be 2 master cylinders attach to the front of the air chambers are gone ? im trying to at least get the rear brakes working ... my main problem is it doesn't seem to want to move very well it will move in forward 1 and reverse but you really have to lean on the throttle hard and very slow in 1 and reverse drive to when you first put in it seems to back off or something and it will try to move in drive 2 or high but you have to mash on the throttle and it just doesn't seem right I don't wanna burn the transmission up ... my road into my property got fluided and washed a lot of my road away I need to move some dirt and rock ro fix it my wife is on my back bad now shes mad I possibly bought a very large boat anchor if anyone can help with either issue I would greatly appreciate it I have been searching online and bought a owners manual and parts manual for it but not any help thank you in advance
