Julie Smith from the IRS called

I received a computer generated phone call about 3 weeks ago , said it was important that I call back immediately before action was taken against me , and said the name of the person to talk to was Julie Smith. I knew it most likely was a scammer , so I called back , asked for Julie , she had a heavy foreign accent , middle to far eastern. She said she was the IRS. I told her I had a secret IRS code and asked her if she knew it. no response , asked her directly do you work for the United States of America or the American government, she said yes , every time going into what I owed as a penalty. I Told her I had a family member that works for the department of treasury , which is true and told her to call them. No response. Keep telling me the penalty. I let loose on her after that called her a scamming (badwords lots of them ) and she hung up on me , I called her back, about 15 times. Weather has been bad and I was bored. The thing , how can the impersonate an IRS person and do this without getting in major trouble? What about the people that fall for this? I know there are some that do fall for it. I wonder if I should call State Police and turn the number over to them or what. They need busting for sure. I like the use of Smith , being a very common last name, nice touch.
