MY HITACHI zaxis 200 stepping motor will not work proper;y. Will not trottle up or down or shut engine down. I can hear motor whining it acts as if its trying to run both directions at once. stepping motor is brand new. Not sure why it has power to it with key in the off position. any help will be greatly appreciated. Thanks
