Deere Boom/Bucket lock DTC; Hydraulic Valve Power out of range high

I have a 2012 318D with about 700 hours on it. After starting the machine, as soon as I switch off the brake and switch on the hydros, I immediately get two DTCs (523219.06 and 523217.06). "Hydraulic valve power 3 out of range high", and "Hydraulic valve power 1 out of range high". I have checked multiple times for shorts as described in the test and diagnostics manual. If I disconnect the harness (at X4 in pic) I don't get the code, but nothing works and I get a different code.

If I connect everything but the Port Lock solenoid (Y4) I don't get any codes and the pedals will move and the boom and bucket will attempt to move but will only do so slightly, I'm assuming because of the port lock solenoid. All the solenoids are within spec as far as resistance goes. And the three that i can apply 12v to seem to work. The proportional valves are not supposed to have power applied directly to them so all I checked was resistance. I am at a total loss with this machine. It has been down for a few months because I can't figure it out. I'd very much appreciate any help anyone can give.
