komatsu d31a-17 steering problem

hi everyone I recently bought a 1985 komatsu d31a-17 dozer I am having a problem with the right steering clutch or so I think when I try to turn right it pulls on the motor and will not turn gradually it just pulls the motor down then if I push on the pedal a little harder you will hear a pop and it turns hard to the right I have pulled the cltches out cleaned and checked them they are fine the brakes are like new I tested the pressures on the clutch piston that disengages the clutch and the left side is 200psi but the right is 300psi that's all I could think to try if anyone has any suggestions I would greatly appreciate it
