Local 15 and/or 138 Welders?

I'm hoping someone on these forums might be able to clear something up for me... Essentially, I'm looking to confirm if pipeline welders (guys who weld gas pipe) are members of IUOE Locals in NYC and on LI (locals 15 and 138). I haven't been able to find much out in the welding community about this, and so I was just thinking there's probably 15 and 138 Operators on here that might know if it's true or not.
