Volvo L25B No Brake Pressure

I have a Volvo L25B Wheel Loader that has no brake pedal or pressure. We replaced the master cylinder and the wheel cylinder and bled the system.We still have no pedal or brake pressure.We get fluid when we open the bleeder valve but very little and no air.We removed the brake drum and the wheel cylinder does not move when brake pedal is pushed. It has some pressure but not enough to push out wheel cylinder.Any ideas?
