JD 270LC electrical issues getting worse

2001 JD 270LC has had some throttle issues since i got it. Every time i started it up no matter what the dial was set at it would go full throttle until i chased it down with the dial. Later i could get it to start no problem at idle if i swept the dial from full down to idle slowly before i cranked it over. After a few weeks it would just turn over and never fire until i unbolted the shut off solenoid. I worked with it like that for awhile but now it won't even turn over unless i jump it but now it won't charge. Today i needed to use it and when i pulled the key out the dash was still lit and it started making a loud beeping sound. I had to disconnect the battery to get it to stop. Also at some point when i turned the key over the back up beeper would make croaking noises for a few seconds. Slowly the electronics are dying or possessed.

All relays still work. Power is still going to where it needs to be. No fuses are blowing. The batteries are always charged fully. The only thing i can't figure out is the controller behind the seat. Is that a computer? Does it control everything including the starter? It has a red light on it that shuts off with the key (sometimes) but does nothing else? I'm at a loss here and so is my mechanic.

If it is that peice would an EX270-5 be the same? Don't want to buy something that won't work.
